Publication: Data Availability Concept Paper – An Offer from the Transformation Partnership Housing to the BMDS
19 May, in cooperation with Bankenverband, DKB, Sparkassen-Finanzgruppe (DSGV), Bundesverband der Deutschen Volksbanken und Raiffeisenbanken, DGNB, ING, ZIA and vdp – Die deutschen Pfandbriefbanken and 8KU
Our goal: an open, federated and wallet-ready data availability
The paper’s core thesis is that Germany currently lacks a robust, reliably available data foundation for information on building energy consumption and physical condition – despite the widely recognised value of such data for renovation, financing, heat and grid planning, the circular economy and AI applications. Rather than a centralised government data repository, we propose a federated architecture in which building owners retain sovereignty over their data, while shared standards, trust rules and interfaces – compatible with eIDAS 2.0 and the EUDI Wallet – enable secure, standardised use. The paper thereby deliberately aligns with European developments and makes a concrete offer of cooperation: rather than building all solutions itself, the federal government should work together with industry, building owners and financiers to set a politically binding target vision, a common trust framework and implementation priorities.
Backed by a broad group of supporters
The paper was developed in the course of establishing the Transformation Partnership Housing and is supported by a broad group from the financial and real estate sector as well as municipal actors – including Bankenverband, DKB, Sparkassen-Finanzgruppe (DSGV), Bundesverband der Deutschen Volksbanken und Raiffeisenbanken, DGNB, ING, ZIA and the Association of German Pfandbrief Banks (vdp) and 8KU. This breadth underlines the extend to which questions of financing and data availability in the building sector are already closely interconnected.
